Recently, the Organization Department of CPC Shanghai Municipal Committee and the Shanghai Municipal Bureau of Human Resources and Social Security announced the personnel list of 2019 Shanghai Outstanding Academic Leaders Plan. Luo Qinglan, Founder of Shanghai Mule Network Technology Co., Ltd., a startup company incubated by the Shang Chuang Hui base of DHU, was named on the list. At the same time, according to the Office of the Shanghai Municipal Personnel Coordination Group, Wu Liang, Founder of Shanghai Yiqing Environmental Protection Technology Co., Ltd., another start-up company incubated by DHU, was selected as one of the 2019 Young Talents of Entrepreneurship in Shanghai.
The Shanghai Outstanding Academic Leaders Plan is a high-level talent and innovative team training program implemented by the Shanghai Municipal Party Committee and Shanghai Municipal Government with a view to building an innovative city in the future. It is aimed at gathering and cultivating a number of leading talents with international vision and industrialization ability who are at the forefront science and technology in each field, speeding up the construction of Shanghai’s high-level talent team, and giving full play to the leading role of talents in the construction of “five centers” in Shanghai. The Development Program of Young Talents of Entrepreneurship in Shanghai aims to support the potential young entrepreneurs selected from the outstanding young people in the field of entrepreneurship in Shanghai, and provide services such as financial support and entrepreneurship guidance, so as to cultivate a number of young entrepreneurial talents, and lead the development of science and technology and industrial upgrading.
Luo Qinglan, founder of Shanghai Mule Network Technology Co., Ltd., is a 2010 graduate of the School of Computer Science and Technology of DHU with a bachelor’s degree. He joined the Shang Chuang Hui base in 2016 and was nominated for the Shanghai Mayor’s Award for Science and Technology Innovation during the incubation period. The company has won the “30 years of innovation” Star Science and Technology Innovation Enterprise Award of Shanghai Science and Technology Commission and has been selected as one of the Technology Little Giant Cultivation Enterprises. It has passed many policy accreditations, such as high-tech enterprise accreditation, district-level Tech Star team accreditation, and Zhangjiang special development fund accreditation, playing a leading role in the science and technology innovation industry. During the COVID-19 epidemic, Shanghai Mule Network Technology Co., Ltd. has set up an “Emergency Response Team” to provide remote operation and maintenance support for hospitals that implement epidemic prevention policies, and use its high-tech to support the epidemic-stricken area in a timely manner, reflecting its strong sense of social responsibility and excellent corporate culture.

Wu Liang, founder of Shanghai Yiqing Environmental Protection Technology Co., Ltd., is a 2013 graduate of the College of Environmental Science and Engineering of DHU with a master’s degree. He joined the Shang Chuang Hui base in 2017. Since its establishment, the company has been adhering to the concept of innovation-driven development, enhancing the awareness of independent intellectual property rights, and striving to build an innovative enterprise. During its incubation period, the company has won the 2018 “30 years of innovation” Emerging Start-up Award of Shanghai Science and Technology Commission, the bronze prize of China “Internet Plus” Competition (Shanghai Division), and the Angel Fund Young Eagle Award in Shanghai. Moreover, it has been recognized as a high-tech enterprise in 2019. During the epidemic period, Shanghai Yiqing Environmental Protection Technology Co., Ltd., has invested nearly one million yuan to support the development of COVID-19 disinfection equipment.
