On September 15th, 2015, the new academic year working conference of DHU was held on Songjiang campus.At the meeting, President Jiang Changjun analyzed thecurrent situation the university was facing intheprocess of itsdevelopmentand comprehensively allocated the administrative tasks in the new academic year. He pointed out that overall planning for boosting the construction of world-class universities with first-class disciplines was the key target of the central government for promoting comprehensive and profound reform. Therefore, in its developing process, the university must base itself on this background and complywith the requirements and allocation of the state and the MOE, sticking to the principle of aimingfor first classuniversity, centering on developmentof disciplines, using achievementas a leverto promote performance and advancing with reform. In drawing up the blueprint of development, the university must grasp three essential points: first, playing down theimportanceof the title of “211 Project university” or “985 Project university” and focusing on what the university could actually manage to do; second, enhancing the developing mode of “A characteristic, compact and delicate DHU” and elevating the university to a commanding height of development through reformandopening up, and through actively connecting the national and local strategic demands with the practical developmentof the unversity; third, taking input-output ratio into full consideration and conducting achievement-oriented resources allocation to improve service efficiency.
President Jiang emphasized that in promoting comprehensive and profound reform andconforming to the national 13th five-year-plan, DHU must enrich its intension and at the same time expand its extension. In terms of intension, it should follow the general path of “one center, two points, three levels, four groups and five measures”. Namely, centering on the construction of a science and technology innovation center with international influence; occupying the two commanding points of national strategic needs and international fashion innovation; arranging disciplinary cluster, disciplinary platform and disciplines into three levels; building four disciplinary clusters in which Textile serves as the main body, Material and Design as the two wings and Innovative Subjects as the engine; improving operational level and making greater contributions to the national and local social and economic development through cultivating innovative talents, establishing talents group, optimizing resource allocation, promoting achievement transformation and strengthening international cooperation. As for extension, DHU must adhere to the “12111” expanding strategy—focusing on the university itself as its constructing subject, radiating to Songjiang and Changning districts, seizing opportunities to further developthetwoleading disciplines--- textile and defense-related science and technology, providing professional aid to Xinjiang province, the vital center of national textile industry chain, and serving the national “One Belt One Road” strategy with the Confucius Institutes.
President Jiang stressed that comprehensive reform was an essential support for the implementation of the 13th “five-year-plan” and a vital guarantee for its realization.Therefore, in the new academic year, the university Party Committee and Administration will center its work on the new-round development, innovate its mechanism, formulate new policies and facilitate the implementation. Besides, he also made further requirements on cultivationofinnovative talents, constructionof creative mechanism ,reformof human-resource system ,developmentofforeign exchange and optimization ofinternal administration . He stated briefly several demands. First, the university needs to innovates its cultivation system of high-level professional talents and improve its education quality through reforming its educating model of undergraduates’ career-building and graduates’ advancement. Second, it should pay full attention to the major national strategic demands and industrial developing demands, stay connected with the national developing strategies including “One Belt One Road”and “Science and Technological Innovation Center”in Shanghai, give further impetus to the development of “2011 Co-Innovation Center”, promote achievement transformation, increase in-depth school and enterprise cooperation, perfect co-innovation system and fully improve scientific and technological innovation with the guidance of science and technology and output. Third, it must deepen its human-resource systematic reform, focus on the cultivation and introduction of high-level talents and groups, optimize the cultivation of internal talents through the combination of introduction and education, classified management, talents selection, performance assessment. Forth, it needs to launch high-level exchange and cooperation, propel the globalization of school education, promote essentially the construction of DHU fashion and creative industry cluster, and improve the globalized school-running quality. Fifth, it should perfect its internal management structure, reform its resource allocation and management model, further deepen the two-level administration of theuniversity and the colleges, promote downward shift of managementand carry forward the optimized achievement-directed resource allocation.
