On December 8, the Shanghai Intellectual Property Administration and the Shanghai Municipal Education Commission held a plaque-awarding ceremony for the universities in Shanghai that will set up an Intellectual Property Rights (IPR) Operation Center. Huang Yongping, deputy secretary-general of the Shanghai Municipal Government, attended the ceremony. Rui Wenbiao, director of the Shanghai Intellectual Property administration, and Sun Zhenrong, deputy director of the Municipal Education Commission, attended the event and jointly awarded plaques to the IPR operation centers of the universities. Donghua University (DHU) as one of the ten universities in Shanghai to establish an IPR operation center was awarded a plaque.
At the event, Huang Yongping pointed out that the universities in Shanghai are the key force in building the city into a strong IPR hub and that they shoulder the mission of strengthening basic research and core technology research, as well as the vital tasks of promoting the commercialization of innovative achievements and realizing the value of IPR. The establishment of IPR operation centers in universities is another system and mechanism innovation in Shanghai's intellectual property work, and is of great significance to speed up the development of the city as a strong IPR hub.

In recent years, DHU has focused on patent operation and achievement commercialization, and strived to promote the transfer, commercialization and application of scientific and technological achievements. In 2020, the school was selected as a demonstration organization for IPR management in Shanghai. In April 2021, it started to "implement the standard" for intellectual property management, and successfully obtained the "Intellectual Property Management System Certification for Higher Education Institutions" in 2022. This was an important step in implementing the requirements of "Several Opinions on Improving the Quality of Patents and Their Commercialization and Application in Institutions of Higher Education" issued by the Ministry of Education, the China National Intellectual Property Administration, and the Ministry of Science and Technology. It has further improved and optimized the whole-process management system of intellectual property rights, which is conducive to the formation of a working mechanism where scientific and technological innovation, IPR operation, management, transfer and commercialization are integrated and industries, universities and research institutes are coordinated. In the next step, DHU will take the opportunity of building the IPR operation center to focus on the creation, protection, management and operation of intellectual property, and better serve the development of scientific and technological innovation and the development into a "double first-class university".
